This template renders the PDF dowload link. For any page that you want to provide such a download, include the template like this:
{{PdfDownload|Name_of_the_file.pdf}}
The PDF icon will be shown when the referenced file exists. If the file doesn't exist, the template won't display anything.
You can check the existence of files by using the list of files or by manually entering URLs like
